VICE PRESIDENT OF STUDENT SERVICES

GENERAL DESCRIPTION:
The Vice President of Student Services reports directly to the Superintendent/President and provides District-wide administrative leadership and oversight in planning, implementing and evaluating the District’s comprehensive student services programs. The incumbent is responsible for achievement of the Student Success and Support Program goals; improvement in student success measures; and implementing and successfully addressing District priorities in Student Services.

REPRESENTATIVE DUTIES:
Supports and develops a climate which promotes, inclusion, equity-minded practices, and enhances student support services to facilitate appropriate Student Success and Support Program outcomes and broader district vision for student services.

Provides District-wide leadership for student services, enabling administrators, faculty and staff to effectively perform their respective roles to meet changing student needs and district goals; oversees and updates comprehensive processes to assess, evaluate and advance District-wide student services programs and other college initiatives.

Communicates and interacts with faculty, staff, students, and the public to ascertain community educational needs and student service needs; coordinates student services programs and services with other college departments, all sites, external agencies, and community partners.

Researches and analyzes information/data; prepares, coordinates, and/or supervises the preparation of a variety of District, State, and Federal reports; presents reports and agenda items; reviews relevant legislation, code, policies, and procedures; shares relevant information; recommends the development of or revision to current policies and procedures.

Represents the District to related local, regional, and state agencies and organizations such as the CSSO as directed by the Superintendent/President; serves on College committees; chairs the Student Services Council; serves on the Planning and Budgeting Committee which determines the planning, staffing, and capital outlay needs of the District; leads and participates on other committees as assigned; presents recommendations; articulates plans to others; provides Student Services direction for the District.

Serves as District administrator in charge in the absence of the Superintendent/President and Assistant Superintendent/Vice President; performs other duties as assigned by the Superintendent/President.

Ensures accountability of student services categorical programs and compliance with federal and state laws and regulations, and district and college policies and procedures.

Leads the development and implementation of the Student Services Master Plan(s), in alignment with all other district plans; reviews and makes recommendations regarding the development and utilization of District student services facilities; provides leadership in the integration of technology into student services programs; functions as the general administrator of student services functions at the main campus, three centers and all educational sites.

Provides direction in developing and supervising the annual budget for student services.

Oversees integration of student learning outcomes and service area outcomes into all institutional processes.

Provides input into the development of the annual academic calendar; contributes to enrollment planning and enrollment management efforts; development of the class schedule; the college catalog; brochures, reports, and other related materials.

Provides leadership in the operation of categorical, restricted, and grant programs supporting student services programs.

Selects, trains, supervises, and evaluates assigned administrators, faculty and/or staff; oversees the evaluation and tenure-review processes for staff and faculty in areas of responsibility.

Assists in resolving faculty, staff, and student grievances and complaints in accordance with District policies.

May serve as a Board representative in the collective bargaining processes; attends Board meetings; works variable hours as need including evenings and weekends; additional duties as assigned.

Directly or indirectly supervises or provided leadership for numerous staff, student services, programs, and initiatives including but not limited to the following: Dean of Counseling; Administrative Assistant--Student Services; Articulation Officer; Director Financial Aid; Coordinator-DRC/DSPS; Counselors; Director-Admissions and Records; Career and Transfer Center; Student Life; Student Discipline; Director of Special Programs; Program Managers for selected State and Federal grants; First Year Experience; all grant-funded student services programs and services.

QUALIFICATIONS
Required:
A Master’s degree from an accredited institution.
Progressively responsible administrative experience in education.
Sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college students.

Preferred:
Additional education, training in leadership and supervision; experience creating or sustaining equitable educational environments; knowledge of student services programs, compliance, and applicable state and federal regulations.

Knowledge of:
California Community College organization, operations, budget, programs and services, planning techniques, and related laws, policies, regulations and practices; a wide range of student services programs, including the application of technology for student support service, articulation, program development, class scheduling, purposes and processes of matriculation; effective teaching, counseling, and learning processes at the community college level; principles of Community college finance, budget development and management, including categorical funds.

Ability to:
Embrace change, support growth, and provide visionary educational leadership in planning District programs and services; provide direction to administrators, full-time and part-time faculty, and staff regarding student services programs and services; support participatory governance process by exercising collaboration and practicing an open management style.

Interpret and communicate the student services programs of the District to the community and others. Visibly and positively represent the District to the public.

Provide leadership to encourage excellence, collaboration and continuous professional development; work effectively with colleagues, subordinates, and others; resolve conflicts and work cooperatively with others; communicate effectively verbally and in writing.

Identify needs in student services and foresee problems; research and analyze information; make effective decisions and recommendations; take independent action.

Prepare and present reports as needed and as directed by the Superintendent/President and Assistant Superintendent/Vice President.

ASSIGNMENT/SALARY BENEFITS
This educational administrator will be employed by contract. The beginning salary is $146,482 based on prior experience. There is a $2,678 stipend for an earned doctorate. Twelve days of sick leave and twenty one days of vacation are earned annually. There are twenty paid holidays. Family medical, dental, prescription, and vision benefits and employee life insurance are provided. This position participates in the State Teachers Retirement System, but may participate in the Public Employees Retirement System if currently enrolled.
