Course Proposals

NEW COURSE proposals require a minimum of two readings. The first reading is for information and discussion purposes only. The committee normally acts upon the proposal after the second reading. A new course or existing course nominated for general education must meet the general education requirements for the general education pattern, e.g. Associate Degree, CSU, or IGETC

Required Information:
1) New Course Proposal (Associate Degree Credit Course Proposal, Form No. 200 or Non-Associate Degree Course Proposal, Form No. 100)
2) Course Outline (Associate Degree Credit Course Outline, Form No. 201 or Non-Associate Degree Course Outline, Form No. 101)

Other Information:
3) Other forms, if applicable, such as the Distance Education Committee’s recommendation.
4) Copies of catalog pages to support course transferability to CSU and/or UC systems, if appropriate


COURSE MODIFICATIONS are changes to the outline that require committee review and normally require only one reading. All course modification proposals shall include rationale for the change.

Required information:
1) Course Modification/Deletion Proposal (Form No. 300)
2) Revised Course Outline (Form No. 201)

Other Information:
3) Copies of catalog pages to support course transferability to CSU and/or UC systems, if appropriate
4) Application for Approval of Credit Course form required by the Chancellor’s Office for courses that are not part of an approved program
5) Distance Education Committee’s Recommendation Form
6) Prerequisite review


SPECIAL TOPIC COURSES are those with consistent pedagogy described in the Course Outline of Record but has a focus area that changes from term to term. The goals and structure of the course must remain consistent. The outcomes/objectives, assignment, methods of instruction, and evaluation must be specified and consistently adhered to.
For the Initial “Umbrella” course, you need to fill out the same curriculum forms as for any other new course. For the Special Topics themselves, you only need to fill out Form 800. You may change the units for the Special Topics proposed, provided they fall within the parameters of the existing “Umbrella” course.

Required “Umbrella” Information:
1) New Course Proposal (Associate Degree Credit Course Proposal, Form No. 200 or Non-Associate Degree Course Proposal, Form No. 100)
2) Course Outline (Associate Degree Credit Course Outline, Form No. 201 or Non-Associate Degree Course Outline, Form No. 101)

Required Special Topic Information:
3) Special Topic Course Outline (Form No. 801)

EXPERIMENTAL COURSES are designed to provide students with special skills/technology or an opportunity to explore emerging topics on an experimental basis. Not accepted to meet general education or program major requirements for associate degrees or certificates, experimental courses are only offered a maximum of two semesters. Experimental courses only require one reading at the Curriculum Committee for approval, but if the experimental course is proposed as a permanent course after one or two semesters, it is considered a new course and then requires two readings.

Required Information:
If course is numbered 48
1) Non-Associate Degree Credit Course Proposal (Form No. 100)
2) Non-Associate Degree Credit Course Outline (Form No. 101)

If course is numbered 98 or 198
1) Associate Degree Credit Course Proposal (Form No. 200)
2) Associate Degree Credit Course Outline (Form No. 201)

NON-CREDIT COURSES must fall within one of the following categories: Parenting, Elementary and Secondary Basic Skills, English as a Second Language (ESL), Immigrants, Adults with Disabilities, Short-term Vocational, Older Adults, Home Economics, Health and Safety. Once non-credit courses are approved by the Curriculum Committee, they must be submitted to the Chancellor’s Office for approval.

Required Information:
1) Non-Credit Course Proposal (Form No. 500)
2) Non-Credit Course Outline (Form No. 501)

COURSE DELETIONS

Required Information:
1) Course Modification/Deletion Proposal (Form No. 300)

DISTANCE EDUCATION COURSES require separate course approval. Each proposed or existing course if delivered by distance education, shall be reviewed and approved for specified distance education delivery (e.g. Online, TV/Video, Audiotape, Travel, Videoconferencing) according to the district’s course approval procedures.

Required Information:
1) Course Modification/Deletion Proposal (Form No. 300)
2) Distance Education Committee Recommendation Form (Available in the Instruction Office)

Program Proposals

DEGREE OR CERTIFICATE PROPOSALS require a minimum of two readings. The first reading is for information and discussion purposes only. Any substantive changes made by the Committee at the first reading may result in the “first reading” being postponed. The Committee normally acts upon the proposal after the second reading. Prior to submission to the Curriculum Committee, New Programs must first be reviewed and recommended by EAP (Educational Action Plan Committee) according to the Program Management Guidelines approved by IMPSC, May 2005. New Programs require approval by the Board of Trustees as well as the state Chancellor’s Office.
Required Information:
1) New Program Proposal (Form No. 450)
2) Course Outline for each course in the new program (Form 101, Form 201)
3) Program listing required courses (catalog format)
4) Recommendation from EAP
5) Application for Approval of a New Education Program form required by the Chancellor’s Office

PROGRAM MODIFICATIONS normally require one reading.
Required Information:
1) Program Modification/Deletion Proposal form (Form No. 400)
2) Current course list for the Program
3) Proposed course list for the program
4) Similar Programs at other institutions (CC, CSU, and/or UC) if they will help support the recommendation

PROGRAM DELETIONS require two readings. Program deletions must first be reviewed and recommended by EAP according to the Program Management Guidelines.

1) Program Modification/Deletions Proposal Form (Form No. 400)
2) Current course list for the Program

NOTE: If you are modifying a course to include a distance education component, please use the following verbage for the Methods of Instruction section of the outline:

The content of this course is delivered using some form or forms of distance technology such as television, videotape, audiotape, or the Internet. For telecourses, no less than 11 hours of personal contact between instructor and students shall be included through: group or individual meetings; orientation and review sessions; supplemental
in-person activities.

For on-line courses, instructor/student contact may take place in a face to-face setting and/or through e-mail or other electronic means. Student may interact with each other through in-person study groups, electronic message boards, or other means.
